With future generations of the team being nowhere as competent as the one that fought Omni-Man, Cecil might be hard-pressed to disband the group, given that newer recruits of the team have proved to be brave, but nowhere in the ballpark of the threats that they face.
Bulletproof and Black Samason are perhaps the last remaining strain of competent members in the team, while characters like Monster Girl, Rex Plode, and Robot fail to be competent in the field again and again. While they are great heroes when they work alone, these characters do not have what it takes to run a team.

Stedman needs heroes who can work as a cohesive group, and focus on solutions to problems that they are faced with. Above all, Cecil needs to assemble a team that has the ability to actually save people, rather than just fight villains. Had the original Guardians of the Globe been there when Mark fought Omni-Man, the team would have been much more effective in fighting Nolan and also would have reduced the damage the fight did to the infrastructure of the country.
