If you enter the western side of the city at night, chances are you will hear the oxcart driver and some guards gossiping about the Phantom Oxcart that only drives at night. Once you overhear this conversation, you will be able to investigate this matter closely. You can also hear the rumor fromWilhelminaat the Rose Château Borderlie.
If you are having trouble getting the conversation to start, make sure you’re finished with the “Nation of the Lambent Flame” quest. If it still isn’t working, try resting for the night and coming back the next night.

The truth is, the choice here is up to you.The faster (and easier) method is to dress as a Pawn and approach the driver. In order to do this, all you need to do is remove all your clothes and weapons and wait for the oxcart driver.Once he sees you, he will assume that you are a Pawn and tell you to get in the back.
