If you have already done The Little Tea Room Lead and obtained Windfall’s keycard, skip the opening and go to “Windfall’s Discovery Dies With Me.”
Starting The Windfall Shipment Lead
First things first, you need to visit the Grendel’s Head Pub in Wyndham Village.It can be found at 34.2E, 79.3N. Head inside and talk to Alf, where you’ll need to select specific dialogue options to begin the lead:
Alf will then tell you to find Nora in Sekethermoor, so off we go.

A Signal Redirector: All Signs Point to Nora
Nora’s barn is located around41.8E, 77.5N in Sekthermoor.However, her front door is locked shut. She’s not a fan of visitors, so we have to improvise.
Head to theback entrance at 41.6E 77.8N,but be warned: it’s filled with traps. Once you head inside, talk to Nora and tell her Alf sent you. Also, make sure you ask about

She’ll let you know that it could be in two possible locations. One is the heavily armored Skethermoor Prison, and the other is a Protocol Bunker, but you’ll need a keycard to obtain it.
Naturally, that keycard is elsewhere, lost from a rumored smuggler’s shipment. That’s not really helpful now, is it, Nora?

Anyway, it’s time to go exploring for clues. Thankfully, the answers are nearby.Head to the Road Blockade at 39.4E, 76.2N, and verify you’re staying out of sight of Protocol Soldiers.
Here, you’ll notice some abandoned cars. One contains a note about said shipment, leading you to a nearby bunker.
The bunker is theProtocol Workshop at 38.0E, 77.4N. You should already have the keycard if you’ve doneThe Little Tea Room lead. If not, ensure you obtain that lead so you can knock out two birds with one stone.
Your goal is to enter the bunker and, after discovering the crawlspace in the bathroom, make your way to the safe room. There, you will loot Windfall’s corpse to obtain his keycard.
Now, it’s time to break into a prison.
It’s worth noting that, if you side with Captain Sims, you may gain free passage into the Skethermoor Prison without any fear of the soldiers being hostile. Plus, there is a second Signal Redirector located in a room near where Dr Garrow is being held.
Windfall’s Discovery Dies With Me
In Skethermoor, make your way to the bunkerat 41.3E, 74.9N. Getting there is far easier said than done, however, as it’s heavily fortified.
Thankfully, you just came from the Protocol Bunker, which means you’re pretty well-equipped after ransacking that safe house.
Once you take out the enemies guarding the entrancearound 40.8E, 75.5N, you can sneak your way to the bunker entrance, take out the remaining guard, and enter without problem.
The coast isn’t clear yet, though, as plenty more Protocol enemies are waiting for you inside the bunker. You’ll have to ensure you’re just as quiet as before; there are no bushes to hide in down here.
Thankfully, it’s a short walk to your goal and you’re able to quickly acquire the Signal Redirector.Once you’re in the bunker, walk down the hall, take your first left, and then enter the green door on your left. Do not proceed to the Armory; that’s too far, and you’ll encounter several enemies.
Once you open the green door, make your way to the back of the room and use your keycard to open Windfall’s Crate.
